If your operator uses local breakout, your session reaches the internet inside the UAE, and the same restrictions apply as they would to a local SIM.

This is why traveller reports conflict so sharply. Someone roaming on a home-routed plan makes WhatsApp calls in Dubai without noticing anything unusual and reports that the block is a myth. Someone on a locally-routed connection cannot place a single call and reports the opposite. Both are describing their connection accurately.
